Abstract:

This COST Action is focused on the issue of learning how to build cities which are sustainable in terms of crime problems. Studies have produced evidence of the correlation between the structure of public spaces and crime. A statement of the Justice and Home Affairs Council of the EU has underlined that crime prevention through design is a successful and effective strategy for crime prevention and needs to be supported. Despite this, new projects are being implemented all over Europe without taking into account safety criteria, thus creating urban areas where crime and fear of crime make life difficult for citizens. In practice there is a lack of awareness as well as an objective lack of knowledge of how to develop urban projects which incorporate crime prevention criteria. Crime prevention practices considering planning and design have been carried out in different countries, but they have remained local thus not contributing to a general growth of the field. Today “environmental crime prevention” suffers deeply from fragmented knowledge, lack of exchange of experiences, lack of general thinking as well as lack of specific knowledge on technical aspects.

The proposed COST Action has the aim of bringing together know-how of different European countries on environmental crime prevention practices, to compare projects and experiences, to identify best practices, to train young professionals and to contribute to awareness of designers and decision makers on these issues.

This COST Action is focused on the issue of learning how to build cities which are sustainable in terms of crime problems. Studies have produced evidence that there is a link between the structure of public spaces and crime. Despite this, new architectural projects are being implemented all over Europe without taking into account safety and security issues in urban planning. This COST Action aims to build up a more systematic knowledge. Using the CEN European Standard (CEN TR-14383/2) on Crime Prevention by Urban Planning and Design, which was approved in 2007, the Action will coordinate advanced national and local experiences in a coherent framework and identify interesting models of procedures, design and evaluation.
